Hon'ble Election Commissioner Ishwori Prasad Paudyal was born on 23 April, 1958 in ‍Bichari Chautara VDC Ward No. 06, Syangja District, Western part of Nepal. Hon'ble Election Commissioner Paudyal has completed M.Sc. Engineering (Environment) from the Asian Institute of Technology (AIT) Bangkok; Master in Public Administration (MPA), from Tribhuvan University (TU); Master in Sociology (TU), B.Sc. Engineering (Civil) from the Bangladesh University of Engineering and Technology; Diploma (Project Preparation for Environmental Engineering) from the Loughborough University of Technology, UK; and Diploma in Engineering (Environment) from AIT, Bangkok.

Prior to his appointment as the Election Commissioner, Hon'ble Paudyal served as Secretary in various government agencies including the Ministry of Peace and Reconstruction (2015-2016), Ministry of Defense (2015), and the Water and Energy Commission Secretariat (2014-2015). He has wide and rich experience of working with various government agencies, such as in the capacity of Director General (2012-2014) at Department of Water Supply and Sewage; Head of Planning Division/Joint secretary and Spokesperson (2008-2012) at the Commission for Investigation of Abuse of Authority (CIAA); Head of Planning, Monitoring and Evaluation Division(2006-2008) at the Ministry of Physical Planning and Works (MOPPW); Spokesperson/Joint Secretary (2006-2008)at the MOPPW; Chief/Senior Divisional Engineer (2002-2006) at the Rural Water Supply and Sanitation Sector Monitoring and Evaluation Unit; Chief at the BOT (Build Operate and Transfer) Cell (2002-2005) of the MOPPW; Regional Project Manager (1999-2002) at the Regional Project Management Office (Dhangadhi and Itahari), and Senior Divisional Engineer (1990-1998) at the Department of Water Supply and Sewerage.

Similarly, Hon. Paudyal has also served as the Chair of Technical Committee of the Nepal Peace Trust Fund (NPTF); Member-Secretary of the NPTF Board; Chairman of the NPTF’s Coordination Committee; Member of the Rural Water Supply and Sanitation Fund Development Board; Member of High-level National Monitoring and Evaluation Committee on Roads; Member of the Board of Directors at the Council of Technical Education and Vocational Training; Member of the Economic Policy and Budget Analysis Task Force; Member of Advisory Committee at the National Planning Commission (on Nepal Human Development Report); Head of Change Management Team of MoPPW (Managing for Development Result); and the Focal Person of Strengthening the Monitoring and Evaluation System (SMES) among others. Hon. Paudyal is associated with a number of professional organizations as life member: Nepal Engineers’ Association, the Society of Public Health Engineers Nepal, Western Development Regional Forum, Public Administration Association of Nepal, Nepal Council of Arbitration, Bangladesh Alumni, and Asian Institute of Technology Alumni. Similarly, he is also the Vice-chair of the Society of Technical Auditor’s Nepal, and a member of the Nepal Engineering Council.

Hon. Paudyal has participated in various national and international trainings and workshops, including on Public Procurement(2009);Contract Administration, Dispute Resolution and Arbitration (2005);Procurement Practices, Contract Administration and Basic Training Skills (2005); Technical Auditor Training Course(2005); Performance Management (2004);Private Sector Participation in Water Supply and Wastewater Services (2003);Third Party Technical Audit (2003); FIDIC Conditions of Contract (2002);and Management and Contract Procedure (2002).Likewise, he has participated in Monitoring and Evaluation Course (Tanzania, 2008);High Level Round table on Regulatory Framework for Foreign Direct Investment (Dhaka, Bangladesh, 2005); Seminar on FIDIC Contracts and Dispute Resolution Mechanisms in Project Administration (Kathmandu, 2008).

Paudyal has been honored with Suprabal Jana Sewa Shree Medal by the Nepal Government (2012), and Distinguished Alumni Award by the Asian Institute of Technology Alumni Association (2012).
